Not required — but the guests who read this are the ones who never have a bad day in port. The laws that catch cruise guests in the places Galveston ships actually go, how to stay aware, and the Galveston-only tips. Read it all and earn the second check on your Set Sail Guide.
Ships out of Galveston sail the Western Caribbean: Cozumel, Costa Maya and Progreso (Mexico), Roatán (Honduras), Belize, Grand Cayman, Jamaica, and on longer runs the Bahamas, the Dominican Republic and the odd Panama Canal sailing. Every one of them is a foreign country with its own police and its own laws, and the ship is not under Texas law either. What is a shrug at home can be a fine, a confiscation or a cell in port.
Leave the vape on the ship.
Since January 2026 bringing a vape or e-cigarette onto Mexican soil counts as importing it — even for one afternoon. Customs at the pier confiscates it and the on-the-spot fine runs about $400–$500 US. Lock it in the cabin safe before you walk off.
No camouflage. Not a hat, not a backpack.
Civilians cannot wear military-style camouflage in Honduras (Roatán) or Jamaica, nor in Barbados, Trinidad, Antigua, St. Lucia or Grenada. It is taken off you on the spot and can mean a fine or a police interview.
The State Department rates every country 1 to 4. None of this cancels a cruise; it tells you how to carry yourself ashore. Levels move — each card links to the official page, which is always current.

Laws change. Your ship's daily programme and the terminal staff always win over this page.
